Alberta Implements Lower Recycling Fee for Windshield Washer Fluid Containers

Alberta's mandatory recycling fee on windshield washer fluid containers has taken effect. The new rate is 12 cents per liter of container capacity, following a provincial review prompted by a Calgary customer who was charged $2.20. Environment and Protected Areas Minister Grant Hunter said the province looked into the issue, reviewed options, and took action to reduce fees.

The controversy began when Adam Thatcher, a Calgary resident, was charged the higher fee despite an earlier reduction from $2.20 to 60 cents in October 2025. The province worked with the organization responsible for products to implement the lower fee but found that some consumers continued to pay the higher rate due to outdated pricing.

The new fees are mandatory and will be collected through the Alberta Recycling Management Authority system under the used oil program. The government sets rules and oversees the recycling system, but does not collect the fees. Diesel exhaust fluid containers and antifreeze containers each carry a fee of 12 cents per liter, while antifreeze fluid carries a separate fee of 14 cents per liter.
