Alberta's West Coast Oil Pipeline Faces Uncertain Future Amid Energy Transition

The proposed West Coast Oil Pipeline in Alberta faces significant challenges and risks, according to a report by the Institute for Energy Economics and Financial Analysis (IEEFA). The pipeline would transport 1 million barrels of oil per day between Alberta and British Columbia's west coast.

IEEFA's analysis concludes that the pipeline is unlikely to be needed to meet future export capacity requirements. Existing pipelines and proposed expansion projects provide sufficient capacity under all likely scenarios modeled by the Canada Energy Regulator (CER).

The report also finds that the high costs associated with the project would outweigh its potential economic benefits. Tolls on exports would likely be significantly higher than those of existing pipelines, with initial tolls estimated to be between CAD18.7-23.7 per barrel.

The project faces significant execution risks, including material delays and cost overruns. The global energy sector is undergoing a transition that challenges the economic outlook of the pipeline project, with slower oil demand growth and rising electric vehicle adoption.
