India's ethanol program has transformed maize from a relatively neglected cereal into one of the country's most strategic crops. Maize is now central to India's energy transition, with demand rising rapidly as the government expands ethanol blending to reduce dependence on imported crude oil.

The Assam government's renewed push to expand maize cultivation deserves attention, particularly because it could reshape the state's rural economy if implemented thoughtfully. However, policymakers should resist viewing ethanol demand as the sole engine of this transformation, as commodity markets are cyclical and a strategy built exclusively around one industrial buyer exposes farmers to future policy shifts, pricing uncertainties, and changes in procurement patterns.

Assam has already witnessed a remarkable expansion in maize cultivation over the past decade, with the cultivated area increasing more than threefold and productivity improving significantly through improved seed varieties and better agronomic practices. Yet production still falls well short of the state's growing demand, leaving ample room for expansion.

The government's recent emphasis on agricultural infrastructure, value addition, and market integration assumes particular importance in addressing the state's persistent agricultural weaknesses, including a lack of scientific storage facilities, drying units, and efficient aggregation centers. Better warehouses, rural roads, primary processing facilities, and access to institutional credit will determine whether higher production translates into higher incomes.
