Bangladesh Approves Chinese Firm for Floating LNG Terminal at Moheshkhali
China National Energy Engineering and Construction Company Limited has been given the green light to build a floating LNG terminal at Moheshkhali in Cox's Bazar. The Cabinet Committee on Economic Affairs, chaired by Finance Minister Amir Khosru Mahmud Chowdhury, approved the project under a government-to-government (G2G) arrangement.
The approval comes as Bangladesh struggles with a worsening gas crisis that has reduced supply by about 17 percent. One of the country's two floating storage and regasification units was shut down due to technical issues on July 21, resulting in a daily reduction of 450 million cubic feet of natural gas.
The new terminal will be built under Section 68 of the Public Procurement Act, 2006, and Rules 99(2) and 107(2) of the Public Procurement Rules, 2025. The project also includes a proposal to import LNG from US-based Gunvor USA LLC on both short- and long-term basis.
The committee has also approved a reduction in the deadline for submitting international open tenders for the import of refined petroleum fuel by the Bangladesh Petroleum Corporation from 42 days to 21 days for the September-December 2026 period.
