Brazil's Gas Market Grapples with Liberalization Efforts and Petrobras Dispute

The Brazilian gas market is experiencing significant political and regulatory tensions as the government seeks to liberalize the industry and increase domestic production.

The main issue lies in a dispute between Petrobras, the state-owned oil company controlled by the federal government, and Pré-Sal Petróleo SA (PPSA), which represents the Federal Government in production-sharing contracts in the pre-salt. The Ministry of Mines and Energy has been working to ensure that PPSA has better conditions to sell its gas, as it is currently forced to trade with Petrobras.

The National Energy Policy Council approved a resolution updating the government's natural gas marketing policy, establishing guidelines for offering the input on an economic basis at competitive prices. This includes holding short-term (2026-2030) and long-term (from 2030 onward) auctions by PPSA, allowing the government's gas to be sold directly to the free market.

The Ministry of Mines and Energy estimates that the price of the government's natural gas could be reduced by at least 50%. Studies indicate that this resolution, along with other measures, has the potential to generate investments on the order of 95 billion reais (US$18.7bn).
