Brazil's Natural Gas Pipeline Project Halted Amid Regulatory Uncertainty
Brazil's natural gas investments are facing uncertainty due to regulatory changes proposed by the government. Petrobras has suspended studies for a $1 billion gas pipeline project, known as Sergipe Águas Profundas, while it assesses the impact of new regulations.
The proposed framework would require major producers to make part of their gas volumes available to third parties through auctions, aiming to increase competition and reduce prices. However, industry sources argue that this mechanism would merely redistribute existing gas volumes without increasing overall supply, creating additional uncertainty for project returns.
Equinor's Raia project, scheduled to begin operations in 2028, is also facing regulatory uncertainty. The project includes a gas pipeline connection to Macaé and has the potential to meet 15% of Brazil's natural gas demand when it starts producing.
