Canada's vulnerability to oil supply shocks has been exposed in recent global crises. The country is unable to reliably assist its allies, lacking a national Strategic Petroleum Reserve (SPR) and sufficient pipeline capacity. This ad-hoc response underscores a glaring weakness: Canada cannot contribute meaningfully to shared emergency supplies when needed.

The International Energy Agency's 2026 release of 400 million barrels from emergency reserves highlights the issue. Canada, as a founding IEA member and world's fourth-largest oil producer, is reduced to pleading with private oil companies to release commercial inventories and delay maintenance to boost short-term output.

This lack of resilience is rooted in decades of complacency. In 1974, Canada negotiated an exemption from the IEA's 90-day oil stockpile requirement, assuming spare pipeline capacity could enable emergency production surges. However, this excess capacity has vanished due to bottlenecks emerging as production outpaced infrastructure.

Canada has long dodged the expense of building an SPR, estimated at billions for infrastructure like underground salt caverns. In fact, the U.S. amassed an 800-million-barrel SPR while Canada relied on its exporter status and American tanks for Eastern imports.
