Cooperative Fiscal Federalism Fuels Oil Sands Growth in Alberta

Alberta's oil sands industry has experienced unprecedented growth over the past three decades due to cooperative fiscal federalism, which has been successful in accelerating commercial development and creating jobs. In 1996, the federal government, Alberta province, and industry leaders signed the Declaration of Opportunity, a landmark agreement that reclassified oil sands mining and introduced tax and royalty reforms.

The changes led to significant investments in the sector, with over $360 billion spent between 1996 and 2015. This growth resulted in increased production from 430,000 barrels per day in 1995 to 3.5 million barrels per day in 2025. The oil sands industry has contributed significantly to Alberta's economy and federal net fiscal balance.

Alberta Premier Ralph Klein, Prime Minister Jean Chretien, and other leaders played key roles in shaping the agreement. Don Wright, a former Deputy Minister, noted that without cooperation between governments and industry, growth would not have occurred at this level. The sector has contributed an estimated $53 billion to Alberta's net fiscal contribution to the federal government.

Lennie Kaplan, a former senior manager in Alberta's Ministry of Treasury Board and Finance, calls for renewed cooperative fiscal federalism to address current challenges. He recommends conducting an independent review of federal-provincial fiscal relations and promoting greater fairness, transparency, and accountability.
