Europe's Heatwave Crimps Energy Supplies, Fuel Prices Soar
Europe's heatwave is causing significant disruptions to its energy system, affecting refineries, power supplies, and inland fuel transport. Temperatures above 40°C have become common in southern and central Europe, leading to prolonged droughts that are shrinking rivers, drying soils, and fueling destructive wildfires.
The extreme heat and drought conditions are intensifying the pressure on a market already struggling with disruptions to crude oil supply due to the ongoing Middle East conflict. Refineries, mainly built in the 1960s and 1970s, are poorly equipped for modern summer heatwaves, with air fin coolers severely reducing heat transfer efficiency as ambient temperatures approach process stream targets.
Climate-driven climate change has substantially increased both the likelihood and intensity of extreme weather events, according to a recent analysis by the World Weather Attribution group. This is simultaneously raising demand and constraining supply, amplifying pressure on refinery margins and diesel cracks during summer months.
The ICE gasoil-Brent crude crack exceeded $75 per barrel on July 31, close to a 20-year high, with further upside possible if conditions worsen. Low river flows are reducing the available volume of cooling water for refiners, forcing them to slow down operations when water volumes drop.
Meanwhile, the severe water deficit across Europe's major hydro regions is driving an energy supply crunch and a sharp rise in electricity prices. Major utilities have reported hundreds of millions of euros in lost earnings due to plummeting hydroelectricity output.
Nuclear power generation is also being affected, with production at the Paks Nuclear Power Plant in Hungary falling from 2,000 megawatts down to just 240 megawatts. The plant's four turbines have been systematically shut down, with a complete shutdown imminent if river levels drop further.
Low water levels are also affecting inland logistics and causing navigational constraints, although the Rhine has not yet reached the levels seen in 2018 or 2022. Inland transportation costs are rising, deliveries of crude, refined products, and refinery feedstocks becoming less efficient due to physical distribution constraints.
Overall, inclement weather is compounding an already extremely challenging market for refined products across Europe this summer.
