Gulf States Flee US Security Umbrella with New Collective Defense Pact

A new security architecture has emerged in the Gulf region following the failure of the US-Israeli war against Iran to produce a Middle East security order. The Mecca Agreement, signed by Saudi Arabia, Turkey, and Pakistan on August 7, 2026, establishes a collective defense framework among the three countries.

The agreement is open-ended, allowing other countries with similar aspirations to join in the future. Each country brings unique advantages to the table: Saudi Arabia has economic clout and abundant oil resources; Turkey is a NATO member with advanced military technology, particularly in drones; and Pakistan possesses a nuclear deterrent capability.

This development underscores the Gulf states' growing distrust in US security guarantees, which have been undermined by the recent conflict. The US military bases in the region that were meant to protect the Gulf states are now seen as a source of risk due to their vulnerability to Iranian attacks.

The Mecca Agreement reflects the Gulf states' pursuit of strategic autonomy and a desire to reshape the regional security architecture. With the presence of various regional security actors and competing demands difficult to balance independently, Saudi Arabia and other Gulf states have been forced to explore alternative paths for collective security.
