Houthi Attacks Escalate: Saudi Shipping and Infrastructure Targeted in Yemen

The Houthi rebels in Yemen have launched a series of attacks on Saudi shipping and infrastructure, escalating tensions in the region. On July 25, 2026, a third attack occurred when the Saudi-flagged tanker NCC Masa was hit early that morning, sustaining only superficial damage. This targeting aligns with the Houthis' stated intention to attack Saudi ships and vessels visiting Saudi ports.

The Houthi's improved maritime intelligence collection capabilities are believed to be behind their more specific targeting. They have reportedly acquired access to near real-time high-resolution satellite imagery, possibly supplied by Iran. The Iranian assistance has been valued at $37 million for access to the TEE-01B imagery satellite system.

The Houthis also appear to be coordinating multiple strike systems simultaneously against single targets. Despite Saudi Arabia's restrained response, including striking a telecommunications site in Hodeidah and coastal surveillance radars on Kamaran Island, the Houthis escalated by attacking storage tanks at the Jizan oil refinery early on July 25, causing extensive fires.

The widening of Houthi attack parameters has left Saudi Arabia with little choice but to respond in kind. In response to President Trump and Secretary Rubio's threats to join the conflict, holding the IRGC as equally accountable as the Houthis, at least one US Navy warship is in the lower Red Sea.
