IEA Report Outlines Strategies for Strengthening Natural Gas Supply Security
Global natural gas markets have become increasingly complex and volatile due to geopolitical risks and structural changes. The International Energy Agency (IEA) has released a new report that examines how countries can improve gas supply security through physical reserves, flexible commercial arrangements, and policy mechanisms.
The IEA's analysis comes after two major gas supply crises in the past five years, including the sharp reduction in Russian pipeline gas supplies to Europe following Russia's invasion of Ukraine in 2022. The report highlights that measures to strengthen gas supply security ahead of such shocks have upfront costs, similar to insurance, but that the economic cost of being unprepared can be significantly higher.
The report finds that physical gas reserves remain a cornerstone of supply security and can take various forms, including underground gas storage, LNG tanks, and floating storage. However, it notes that storage alone cannot address all potential disruptions, and new storage infrastructure can be expensive and time-consuming to develop.
