Iran Sanctions Bring Limited Oil Price Risk

Oil prices fell by over 2% on August 24 after the Trump administration announced a new sanctions campaign against Iran. The measures, known as 'Operation Economic Outcast,' aim to restrict Iran's access to digital assets, technology, gold, aviation, and shipping. The US Treasury Department expanded its sanctions authority, allowing it to target anyone involved in these sectors, regardless of location.

The Office of Foreign Assets Control (OFAC) designated nearly 60 entities, individuals, and vessels for illicit activities such as nuclear and missile technology procurement, cyber operations, and oil smuggling. The Treasury also suspended previously issued licenses for specific payments to Iran.

Despite the sanctions, oil prices did not rise significantly due to concerns that the measures may not immediately disrupt Iranian crude exports. China remains a key uncertainty for the oil market, as it is historically Iran's largest crude customer. US Treasury Secretary Scott Bessent warned that no country is exempt from potential US sanctions.

According to Rystad Energy's Jorge Leon, 'The real question now is how aggressively Washington is prepared to enforce secondary sanctions against Iran's remaining trading partners.' Unless China reduces its purchases of Iranian oil significantly, the additional impact on Iranian oil revenues could be limited.
