Iran's Shadow Economy: A Double-Edged Sword in Sanctions Evasion
Iran's reliance on its shadow economy to evade sanctions is a double-edged sword. While it allows the country to withstand economic pressure, it also creates vulnerabilities that can be exploited by its adversaries.
The more complex and extensive Iran's shadow economy becomes, the more intermediaries and partners it requires, thereby creating additional enforcement points for the US.
As a result, every workaround imposed by Iran comes at an increasing cost. The country has to discount its oil to compensate buyers for the risk of being caught in the sanctions web, pay intermediaries to hide transactions, and rely on fewer reputable shipping, financial, and insurance providers.
The shadow economy also breeds corruption, as billions of dollars are channeled through opaque companies and informal arrangements. In fact, the US Treasury has argued that corruption and mismanagement are draining resources from Iran's shadow-banking system.
