Jordan Seeks Consultant to Boost Oil Storage Capacity Amid Energy Security Concerns

The Ministry of Energy and Mineral Resources (MEMR) in Jordan has issued a tender to study and recommend ways to boost the country's storage capacity for crude oil and refined products. The aim is to enhance energy security, supply resilience, and support regional trade opportunities.

The MEMR invites energy consultancy firms to bid for the study, which will assess existing storage capacities in Jordan, identify future requirements, explore strategic and commercial opportunities, and develop an optimal strategy for expanding and enhancing storage facilities.

The study's scope includes data collection on current storage facilities, assessment of functions such as strategic stockholding, refinery-related storage, and power generation storage, and forecasting future demand based on a 10-year horizon. The consultant chosen will have to complete all tasks and deliverables within six months of the contract award.

Jordan imports more than 90% of its oil, gas, and refined product needs, making it essential to develop projects that boost domestic hydrocarbon storage infrastructure. However, the lack of project financing options and inability to attract foreign investments into the energy industry has led to stalled projects in the past.
