Kazakhstan Eyes 40 Million Tons in Oil Refining Capacity by 2025-2040
Kazakhstan's oil refining sector has exceeded its targets for the second consecutive year, according to the Ministry of Energy. In 2024, the country processed 18.3 million tons of crude oil, exceeding the planned target by 2.23 percent. Petroleum product production reached 14.75 million tons.
In 2025, crude oil refining increased to 18.4 million tons, a 4.5 percent increase above the target. Production of petroleum products rose to 15.47 million tons, exceeding the planned figure by 6.3 percent. The country plans to produce 15.49 million tons of petroleum products in 2026.
The Government has approved the Concept for the Development of Kazakhstan's Oil Refining Industry for 2025-2040, which aims to significantly increase refining capacity while improving efficiency. Existing oil refineries are slated for expansion, increasing their combined crude oil processing capacity from 18 million to 29 million tons per year.
The country plans to construct a new large-scale refinery with an annual capacity of 10 million tons, bringing the total oil refining capacity to 40 million tons per year. The development program also calls for increasing the depth of crude oil processing and expanding motor fuel production.
