Latin America's critical minerals processing deficit is a pressing issue that affects the region's economy and industrial capacity. The problem lies in the fact that the majority of extracted materials are exported as raw concentrates or semi-processed forms, with value-added refining occurring downstream at facilities primarily in China and Southeast Asia.
The numbers paint a stark picture: 92% of global rare earth elements refining, 78% of cobalt refining, 70% of lithium refining, 44% of copper refining, and 31% of nickel refining are all concentrated in China. The country's dominance is further reinforced by its significant demand for these minerals, consuming 74% of global lithium, 68% of cobalt, 62% of nickel, 57% of rare earth elements, and 55% of copper annually.
Copper production in Chile, a major player in the industry, accounts for 23% of global output but has only a 7% share of global refining. Peru also contributes significantly to global copper production but has limited downstream refining infrastructure. The copper supply crunch unfolding globally makes these refining shortfalls increasingly costly for regional economies seeking to capture full value from their resource endowments.
The processing deficit is not uniform across the mineral spectrum, with copper and lithium showing partial downstream development, while cobalt, rare earths, and graphite represent near-total processing voids. This exposes the region to complete external dependency at a time when global demand for these materials is accelerating rapidly.
