Moody's Affirms Azerbaijan's Investment-Grade Rating Amid Ongoing Diversification Efforts
Azerbaijan has passed a significant milestone in its economic development, according to Moody's recent review. The country's investment-grade rating of Baa3 has been reaffirmed with a stable outlook, marking an official recognition of its financial management maturity on par with other top developing nations.
The key factor behind Azerbaijan's ability to maintain its investment-grade status is the sizeable SOFAZ buffer fund, which reached 97% of GDP in 2025. Elevated oil prices in 2026 are expected to provide more income and increase the amount of money in SOFAZ, making the country's economy more resistant to economic shocks.
However, Moody's notes that sustaining long-term growth will depend on continued economic diversification. The non-oil segment is performing positively, with information and communication technology, tourism, and manufacturing industries contributing to growth. Digital infrastructure projects and regional transit routes, such as the Middle Corridor, provide a structural basis for medium-term growth.
Moody's expects full-year growth of around 1.5% in Azerbaijan, reflecting a period of adjustment where expanding non-oil sectors offset softer performance in the oil industry. The country's sizeable financial reserves provide policymakers with valuable fiscal space to manage this transition, although maintaining the pace of structural reforms will be essential for ensuring sustainable long-term growth and economic resilience.
