Mozambique LNG Academy Faces Backlash Over Training Location

The launch of the Mozambique LNG Academy has sparked controversy in Cabo Delgado province, where a new vocational training program for the liquefied natural gas industry is set to begin. The academy, which will train 260 young technicians from across Mozambique, has been criticized by local civil society groups for its decision to locate the classroom phase in Matola, a municipality adjacent to Maputo, the capital city.

The Forum of Civil Society Organizations of Cabo Delgado (FOCADE) and other local stakeholders have expressed concerns that the program does not prioritize training in the host province, where the Afungi LNG complex is located. They argue that communities should be positioned to absorb knowledge, employment, and institutional capacity associated with large-scale resource extraction.

The Mozambican government has defended the decision on technical grounds, citing the need for specialized laboratories and equipment not currently available in Pemba, the provincial capital. However, critics counter that this framing inverts the logic of genuine local content and that project operators and government should prioritize building infrastructure in the host province rather than routing training elsewhere.

The consortium operating the Afungi LNG complex has reported significant local content commitments, including over 9,000 Mozambican workers contributing to construction at the site and 1,700 young Mozambicans completing technical training through consortium-linked programs. However, critics argue that these efforts do not address the underlying issue of geographic equity and that delivering training nationally rather than to affected communities in proportion to their burden is a different outcome.
