Nigeria Tackles Governance Woes with New Offshore Investment Framework
Nigeria's long-standing problem of attracting offshore investment has been attributed to governance issues rather than resource abundance. The country's new deep offshore investment framework, approved by President Bola Tinubu, aims to unlock $50 billion in investments across the offshore petroleum sector.
The initiative replaces project-by-project negotiations with a transparent and rules-based framework designed to accelerate investment decisions, reduce uncertainty, and revive stalled large-scale offshore projects. This is particularly important for Nigeria, which urgently needs investment due to low oil production, vulnerable foreign exchange earnings, debt servicing constraints, and insufficient economic growth.
However, the significance of this development goes beyond petroleum. The new framework represents an acknowledgment that governance itself is an economic asset, essential for attracting capital. For years, Nigeria's investment promotion strategy focused heavily on incentives, but these measures rarely compensate for deeper institutional weaknesses.
