OPEC+ Holds Production Targets Steady Amid Geopolitical Disruptions

OPEC+ has decided to maintain oil production targets unchanged in October, marking a pause in output increases as the group shifts its focus towards negotiating production baselines and quotas for 2027.

The decision was made by Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria, and Oman during their virtual meeting on September 6. The seven countries agreed to maintain their required production levels through October and reiterated their commitment to full compliance with the broader OPEC+ production agreement.

This move comes as a result of ongoing geopolitical disruptions that have complicated OPEC+'s ability to translate changes in production targets into physical supply. As Jorges Leon, head of geopolitical analysis at Rystad Energy, said, 'OPEC+ can adjust quotas on paper but has less control over whether those additional barrels are actually produced and delivered to the market.'

The group's attention is now shifting towards determining new production baselines that will underpin individual members' 2027 quotas. This process may spark controversy as countries with invested capacity have an incentive to seek higher baselines, potentially affecting allocation for others.
