Pakistan Seeks Emergency LNG Cargo to Mitigate Power Outages
Pakistan is struggling to meet its energy needs due to a shortage of regasified liquefied natural gas (RLNG), leading to prolonged power outages. To address this issue, Pakistan LNG Limited (PLL) has invited bids for a spot LNG cargo. The tender, issued on August 30, seeks 140,000 cubic meters of LNG with a plus or minus 5% tolerance for delivery at Port Qasim, Karachi between September 4 and September 8.
The cargo will be delivered on a Delivered Ex-Ship (DES) basis to the Pakistan Gas Port Consortium Limited terminal. PLL will select the technically compliant bidder offering the lowest evaluated price in US dollars per million British thermal units (MMBtu). Bids are due by 2 pm on September 1, with technical proposals to be opened at 2:30 pm and commercial bids from technically compliant suppliers at 3:30 pm.
PLL plans to award the contract the same day, with bids valid until 10 pm. The latest tender follows limited LNG imports in recent months, with Pakistan making no spot LNG purchases in August and only one cargo arriving under the long-term government-to-government contract with Qatar in July.
