Qatar's $5.8 Billion Budget Deficit: Geopolitics Bite into LNG Exports

Qatar's second-quarter budget deficit has reached $5.8 billion, marking its largest quarterly shortfall in nearly a decade. The country's natural gas revenue plummeted after geopolitical disruptions shut down its primary LNG export corridor, causing a 90% decline in quarterly LNG exports.

The Ministry of Finance pointed to the US-Iran conflict in late February as the cause for the disruption, which led to a significant drop in revenue from energy sources. Total Q2 revenues came in at around $25.6 billion, while expenditures remained steady at approximately $46.8-46.9 billion.

Non-energy revenues provided some cushion, rising nearly five-fold on a quarter-over-quarter basis. However, the country's predicament exposes its geographic risk, as it relies heavily on the Strait of Hormuz for LNG exports. Its Gulf neighbors, Saudi Arabia and the UAE, have alternative export routes that bypass this waterway.

Economists now project an economic contraction of between 5% and more than 8% for full-year 2026, following a reduced oil price assumption. Historically, Qatar has addressed budget shortfalls through sovereign debt issuance and drawdowns from its substantial sovereign wealth reserves.
