Russia Builds 'Shadow' LNG Fleet Ahead of EU Ban

Russia is quietly expanding its fleet of liquefied natural gas (LNG) carriers in preparation for an EU ban on Russian LNG imports, set to take effect in 2027.

According to Windward data, at least eight used LNG carriers have been purchased by Russia in the past six months and are now being used for Russian cargo. This brings the fleet size to 25 vessels, including two built at Zvezda shipyard.

The expansion of this 'shadow' fleet is expected to enable Moscow to continue gas exports even after EU sanctions tighten. Experts estimate that Russia may encounter difficulties in building new carriers due to contracts being terminated by French company GTT following EU sanctions.
