Russia Misses OPEC Quota as Ukraine Strikes Hit Oil Refineries
Russia's oil production has fallen short of its OPEC quota by over 1 million barrels per day, according to recent data. As of early September, Russia produced an average of 8.718 million barrels of oil per day in August, which is 160,000 barrels less than its revised average production in July. This figure also marks the lowest since December 2025.
The decline in oil production can be attributed to intense pressure on the Russian oil sector due to Ukraine's attacks on oil refineries and export terminals. These strikes forced refineries to reduce processing, preventing them from redirecting surplus oil for export, leading companies to cut back on production.
Alexandr Shokhin, president of the Russian Union of Industrialists and Entrepreneurs (RSPP), confirmed that Ukraine's attacks had knocked out 25-30% of Russia's actual oil refining capacity. This reduction in refining capacity has significantly impacted Russia's ability to meet its OPEC quota.
