Suncor Names Peter Zebedee as New CEO Amid Shift to In-Situ Production
Suncor Energy, Canada's largest integrated energy company, has appointed Peter Zebedee as its new President and CEO. Zebedee will succeed Rich Kruger in April 2027, a strategic inflection point for the company as it transitions from conventional oil sands mining to in-situ production.
The appointment comes at a time when Suncor's Base Mine is expected to be largely depleted by the mid-2030s. The company has embarked on a C$13-billion (approximately $9.3 billion USD) capital program to replace it, which relies on a specific petroleum engineering method that Zebedee has spent his career building.
Zebedee, a geological engineer and graduate of the University of British Columbia, has 30-plus years of experience in oil sands mining. He began his career at Shell, Petro-Canada, and Syncrude before rising to serve as vice president of Canada Manufacturing and general manager of Shell's Scotford upgrader.
As Executive Vice President Upstream at Suncor, Zebedee directed step-change improvements in upstream personnel safety, operational integrity, asset utilization, and profitability. He also oversaw the Firebag in-situ operation during a four-year pilot of an enhanced variant called Expanding Solvent SAGD (ES-SAGD), which produced measurable improvements in oil production, efficiency, and solvent recovery.
The company plans to transition from demonstration to commercial scale with ES-SAGD, expecting it to become the primary technology behind its in-situ operations. By 2040, Suncor projects that roughly 60 percent of its oil sands production will come from in-situ operations, compared to approximately 30 percent today.
The announcement also confirmed that Chief Financial Officer Troy Little has departed the company, creating a dual leadership vacancy at the moment Suncor needs executive stability most. Zebedee will assume an expanded title - President and Chief Financial Officer - on September 14, 2026, before formally stepping into the CEO office when Kruger moves to the newly created Executive Vice Chair role in April 2027.
Zebedee is being asked to build a $13 billion decade-long capital program that will replace Suncor's aging mine. The company plans to expand its Firebag operation and develop a new in-situ project called Lewis, both of which rely on the ES-SAGD technology. The strategic logic behind this plan is that in-situ production delivers two times the relative cash flow per barrel compared to mining today.
