Syria's Fuel Crisis Exposes Risks for Countries Relying on Imported Crude

Syria's fuel crisis has exposed the vulnerability of countries that rely heavily on imported crude and refined products. The crisis in Syria, where diesel prices were raised by 40% and gasoline prices by up to 28%, has highlighted the risks faced by Nigeria and other developing economies.

The Syrian government's decision was triggered by rising global procurement costs and disruptions to its domestic fuel supply. With a production capacity of only 102,000 barrels per day against a demand of roughly 325,000 bpd, Syria is forced to rely significantly on imports. Its largest refinery, Baniyas, is undergoing a three-month overhaul, further tightening domestic fuel supply.

The experience has significant implications for Nigeria, which despite being a major crude producer, still faces challenges in its downstream market. The country's reliance on international oil prices, freight rates, foreign exchange movements, and supply disruptions exposes it to the risk of rising costs for petrol, diesel, and other petroleum products, even when domestic refining capacity expands.

The impact of higher fuel prices extends beyond motorists, increasing transportation and logistics costs, affecting food and goods movement, manufacturing, construction, agriculture, and electricity generation. Other African countries with limited refining capacity and high dependence on imported petroleum products also face similar risks.
