Ukraine Government Launches Affordable Financing for Grain Producers Amid Export Crisis

Ukraine's government has launched an affordable financing program for grain producers to help them weather the crisis period caused by the suspension of exports through the ports of Greater Odessa.

The program, developed in collaboration with the Ministry of Economy and Environment and the Ministry of Finance, will allow farmers to obtain loans secured by already harvested crops to finance the autumn sowing without having to sell grain at prices below its value.

According to Taras Vysotsky, Minister of Agrarian Policy and Food, logistical constraints have significantly outstripped demand on the domestic market, putting pressure on procurement prices. The minister emphasized that the ports of Greater Odessa handle about 90% of the export of grain, oilseeds, and their processing products.

Without restoring maritime exports, more than 27 million tonnes of agricultural products may remain unexported, Vysotsky warned. He also noted that after the restoration of the maritime corridor, Ukraine will need time to export the accumulated production by the start of the next summer in 2027.
