Ukraine Regulator Investigates 11 Gas Companies Over Suspicious Billing Practices
The National Commission for Energy and Public Utilities Regulation (NEURC) in Ukraine is conducting unscheduled on-site inspections of 11 natural gas distribution network operators. This move comes after a complaint from Naftogaz of Ukraine about possible violations in the compilation and transmission of data on natural gas consumption by residential consumers.
The inspections are also prompted by a letter from the Security Service of Ukraine, which highlighted risks to state interests and stable operation of gas distribution networks. The regulator will check whether the data submitted by gas distribution network operators corresponds to actual meter readings and legal requirements.
Naftogaz of Ukraine reported anomalies in the reporting of gas consumption volumes by certain residential consumers, including sharp spikes in consumption volumes, significant deviations from average statistics, and repeated adjustments to the data. These discrepancies directly affect the amounts on citizens' bills.
