Ukrainian Utility Debt Tops 104 Billion Hryvnias Amid Inter-Heating Period Payment Relief
Ukrainian households accumulated debts of over 104 billion hryvnias for utility services by the end of June 2026, according to Finway. The largest portion of this debt is attributed to arrears for heating and hot water, totaling 33.8 billion hryvnias.
The second-largest share consists of bills for natural gas supply and distribution, amounting to 29.1 billion hryvnias. Electricity debts also played a significant role at 17.3 billion hryvnias. Debts for water supply and drainage, management of apartment buildings, and waste management services are smaller but still substantial.
Interestingly, Ukrainian consumers were able to pay off current bills as well as reduce some debt during the inter-heating period. In the second quarter of 2026, residential consumers paid 67.1 billion hryvnias for consumed utility services, despite being charged only 53.5 billion hryvnias.
