Canada's dairy industry is one area where the US has long complained of unfair subsidies and protectionist policies. Under a system known as supply management, Canadian dairy producers are shielded from competition with American farmers, who produce large quantities of low-cost milk.
The US runs a trade deficit with Canada, but this is largely due to Canada's dominance in oil exports, particularly heavy sour crude oil that US refineries need but cannot produce themselves. Some experts say there's time for a deal to end the standoff before the ban on some Canadian products takes effect on September 29.
