Uzbekistan Eyes Azerbaijan Oil Refinery Partnership

Uzbekistan's Minister of Energy Sherzod Khodjayev announced that his country is considering joining a new oil refinery project in Azerbaijan as a partner. The proposed partnership involves Uzbekistan participating in the construction of the facility, which will produce petroleum products for both domestic and international markets.

The minister emphasized that this cooperation could help ensure stable supplies of petroleum products to the Uzbek market. Uzbekistan's existing oil refineries are currently operating below their full capacity, with a total capacity of approximately 10 million tonnes per year.

In recent years, Uzbekistan has experienced shortages of gasoline and other petroleum products, while domestic crude oil production continues to decline. Domestic oil production in Uzbekistan decreased by 8% in 2025 to 655,700 tonnes, while motor gasoline production fell by 6.8% to 1.2 million tonnes last year.
