Vietnam Sets Maximum Electricity Price for Gas-Fired Thermal Power Plants

The Ministry of Industry and Trade in Vietnam has set a maximum electricity generation price for gas-fired thermal power plants. Decision No. 1882/QĐ-BCT, issued on July 23, 2026, approves a framework that caps prices at VND 3,410.64 per kWh. This comes after a proposal from Vietnam Electricity (EVN) and the recommendation of the Director General of the Electricity Authority.

The approved ceiling price is exclusive of value-added tax (VAT). The Ministry also outlined key technical and financial parameters used to calculate the maximum price, including a net generating capacity of 1,008,104 kW and a fuel assumption of USD 11.98 per million BTU for natural gas. Vietnam Electricity and power generation companies are now required to use this framework as the basis for negotiating power purchase agreements (PPAs).

The Ministry's Decision took effect on its signing date, July 23, 2026.
