A Cornell research study has found that implementing a $300 de minimis tax exemption for personal crypto transactions could generate an additional $860 million in revenue for the US Treasury. The proposed exemption, championed by Senator Cynthia Lummis, would exempt individuals from reporting capital gains on small purchases made with digital assets such as Bitcoin (BTC).

The current IRS rules classify digital assets as property, requiring every transaction to trigger a capital gains calculation. This can be a compliance headache for individuals who want to spend their crypto holdings on everyday goods and services.

According to the research, removing this compliance burden would unlock economic activity, leading to a larger tax base and increased revenue for the Treasury. The Joint Committee on Taxation has estimated that the Lummis bill would generate approximately $600 million in net revenue over the 2025-2034 window.

The debate surrounding the exemption remains ongoing, with some arguing that it should apply only to stablecoins or exclude them altogether. However, proponents of the exemption argue that it is essential for promoting the use of digital assets in everyday transactions and reducing the tax burden on individuals.
