ABA Backs Crypto Legislation with Conditions on Stablecoin Regulation
The American Bankers Association (ABA) has publicly endorsed the Digital Asset Market Clarity Act, also known as the CLARITY Act. The bill aims to clarify the digital asset market structure and provide a regulatory framework for cryptocurrency.
In an interview, Rob Nichols, president and CEO of the ABA, expressed support for the CLARITY Act while calling for narrow amendments to protect community banks. Nichols emphasized that the ABA is not fundamentally opposed to legislation aimed at clarifying the digital asset market structure.
The main concern for the ABA is stablecoin yields potentially pulling deposits away from small-town banks. If a stablecoin can pay more than a local savings account, community banks lose deposits, which means they have less money to lend to small businesses.
Nichols described the proposed amendments as 'tiny' and 'surgical', signaling that the ABA is trying to tweak the bill rather than kill it. He's in active discussions with multiple senators about the amendments, indicating a collaborative effort to refine the legislation before the upcoming congressional recess.
