Amodei's proposal has already gained support from prominent figures like Sam Altman and Elon Musk, but critics argue that their involvement raises questions about incentive alignment. Both Altman and Musk run companies that benefit directly from a regulatory environment that imposes higher costs on open-weight competitors.
The essay specifically targets open-weight models, which Amodei frames as a national security risk due to the ease with which adversaries can replicate advanced AI capabilities through distillation. Anthropic accused operators associated with Alibaba of executing the largest documented distillation campaign against its Claude model, involving nearly 29 million exchanges.
