Armstrong Pushes Back Against Claims CLARITY Act Threatens Community Banks

Coinbase CEO Brian Armstrong has challenged claims that the Digital Asset Market CLARITY Act would harm community banks, arguing that the criticism lacks evidence and may reflect the interests of larger financial institutions rather than local lenders.

Armstrong responded to Senator Josh Hawley's (R-Mo.) plans to oppose the bill in its current form, citing concerns from Missouri banking and agricultural groups. Hawley said these groups are 'very, very worried about the effect on community banks' and are 'blowing me up over it.'

The CLARITY Act aims to establish a comprehensive federal regulatory framework for digital assets, defining which assets fall under the Securities and Exchange Commission's (SEC) or Commodity Futures Trading Commission's (CFTC) authority. Armstrong suggested that Hawley's opposition may be driven by banking interests rather than community bank concerns.

Senate negotiations over the CLARITY Act have been ongoing for nearly a year, with lawmakers seeking significant changes to address stakeholder concerns. Senator Cynthia Lummis (R-WY), a leading supporter of the bill, expects the Senate to take up the CLARITY Act before the August recess.
