Asian Economies Rapidly Build Crypto Infrastructure Amid US Regulatory Stalemate

As regulatory efforts continue to stall in Washington, Asia is experiencing a surge in crypto framework advancements. Russia has officially legalized digital currency through President Vladimir Putin's signed law, paving the way for the development of the digital ruble and redefining how digital assets fit into the country's financial system.

The legislation does not instantly turn Russia into a pro-crypto nation but clears the path for blockchain-based settlement tools to be used in trade finance flows across the Eurasian corridor. Meanwhile, Japan is establishing a dedicated division within its Financial Services Agency for crypto and stablecoin oversight, signaling Tokyo's intention to become a rule-maker rather than a rule-taker.

South Korea's Bithumb exchange has set an initial public offering target of 2028, aiming to secure institutional capital and prepare for public market scrutiny. Dunamu, the operator of Upbit, has secured a contract with South Korea's National Police Agency to manage seized crypto assets, demonstrating government confidence in private exchanges.

The uncoordinated regulatory efforts across Asia form a picture that institutional investors are closely watching: major economies are building digital asset infrastructure rather than blocking it. However, much remains uncertain, including Russia's law enforcement and practical adoption, Japan's new division staffing and policy delivery, and Bithumb's IPO timeline.
