Asian Financial Centers Take Lead in Stablecoin Regulation

Asian financial centers have been ahead of the curve in regulating stablecoins. Hong Kong, Japan, and Singapore have each passed laws governing the issuance of stablecoins, with one key feature: banks are not optional participants, but rather the architecture.

Hong Kong was the fastest to implement its framework, with the Stablecoins Ordinance taking effect on August 1, 2025. By April 2026, the Hong Kong Monetary Authority had issued licenses to HSBC and Anchorpoint Financial, and by August 2026, the first regulated HKD stablecoin, HKDAP, had launched in beta with Standard Chartered as its bank distributor.

Japan's amendments to the Payment Services Act took effect on August 3, 2026, classifying fiat-backed stablecoins as electronic payment instruments and restricting issuance to licensed banks and trust companies. The yen stablecoin market has seen significant growth, with a joint development agreement between Japan's three largest megabanks aiming to facilitate ¥1 trillion in business-to-business transactions by 2028.

The lifting of Japan's per-transaction cap is particularly relevant for B2B use cases, making it viable for actual business transactions rather than consumer micro-payments. However, the compliance burden imposed by these frameworks is substantial, with reserve management requirements and strict redemption policies creating high barriers to entry.
