Bank of Ghana Consults Industry on New Crypto Rules

The Bank of Ghana is consulting banks, fintechs, and blockchain groups before finalizing rules for its new virtual asset law. Drafting guidelines to implement the Virtual Asset Service Providers Act, 2025 (Act 1154) is well advanced, with some expected to be published later this year.

Tahiru Alhassan, a Bank of Ghana official, said that the coming guidelines will cover anti-money laundering and counter-terrorism financing, prudential rules, consumer protection, and cybersecurity. The central bank has already created a Virtual Assets Department to supervise the sector and has admitted six companies into a one-year regulatory sandbox.

The consultative tone contrasts with how the two regulators have already moved to enforce the law. In February, the Bank of Ghana and the Securities and Exchange Commission jointly ordered every virtual asset provider to pull down billboards and other public advertising within 48 hours.
