Bank of Russia Qualifies Investors by Knowledge, Not Just Wealth
Russia's central bank has introduced a new knowledge test for individuals seeking qualified investor status, marking a significant shift in the country's approach to financial market participation.
The Bank of Russia's new framework allows ordinary savers to earn qualified investor status by passing an approved financial-market knowledge test, rather than relying solely on income or asset thresholds. This change takes effect on August 31 and is part of Russia's broader digital-asset rollout.
Under the updated framework, individuals can qualify as qualified investors through a combination of demonstrated knowledge, income earned over the previous two years, minimum asset holdings, relevant work experience in securities markets, independent investing experience, a relevant degree, or a combination of these factors.
