Binance Data Used Against Ukraine Donor Accused of Terrorism Financing
Russian prosecutors have built a terrorism financing case against IT specialist Yuri Belenkiy, alleging he donated over $700 to Ukraine between January 2023 and March 2024.
Binance supplied investigators with Belenkiy's personal details, including his date of birth, home address, phone number, passport number, scans of his Russian passport and Bulgarian residency permit. This information was obtained via a dedicated .ru email address published on Binance's website for law enforcement agencies to use.
Belenkiy has been in jail since September 2025 and is awaiting trial. The case highlights concerns about the exchange's handling of user data, particularly given its claim to have exited the Russian market in September 2023 by selling its business to CommEX.
