Binance Hands Over Donor Details to Russian Authorities Amid Data Protection Concerns
A Russian IT specialist, Yuri Belenkiy, is awaiting trial in Russia after being charged with terrorism financing for sending over $700 to Ukrainian fundraising campaigns. According to law enforcement documents, Binance provided Moscow authorities with client details used as evidence against Belenkiy.
The world's largest crypto exchange, Binance, exited Russia in 2023 but still cooperated with the Russian government's request for information about Belenkiy's transactions. This has raised concerns about data protection laws and whether Binance breached European Union regulations by sharing client details without a court order.
Bystrov, a crypto regulation lawyer, said that if Belenkiy was registered as an EU resident, he would be protected under the General Data Protection Regulation (GDPR), which prohibits disclosure of personal data without a court order. However, Binance disputes this view and claims it only complies with lawful information requests from law enforcement.
The case highlights the complexities of cryptocurrency regulations and the challenges of balancing cooperation with law enforcement while protecting client confidentiality. Bystrov expressed concern about the implications for EU residents using crypto exchanges that claim to have exited a country, stating 'an EU resident would hardly imagine' such a scenario.
