Binance Secures Kazakhstan License Deal Amid Regional Expansion Ambitions

Binance has secured a major regulatory victory in Kazakhstan, signing a memorandum of understanding (MoU) to obtain a Category 1 non-bank Payment Service Provider license. The agreement was signed on September 4, 2026, by Deputy Chairman Binur Zhalenov, and marks a significant step forward for the world's largest cryptocurrency exchange in the region.

The Category 1 PSP license will allow Binance to provide full payment processing services as a non-bank entity, connecting digital asset transactions with traditional currency systems. This is in line with Kazakhstan's newly created framework, which aims to bridge crypto and fiat rails without turning into a bank.

Binance has already established a foothold in the country, holding a Digital Asset Trading Facility license since 2024. In July 2026, it rolled out Binance Pay with Alatau City Bank across approximately 5,000 point-of-sale terminals nationwide.

The broader goal behind this move is regional expansion. Officials describe Kazakhstan as a potential launchpad for the Commonwealth of Independent States, a bloc of over 240 million people. By positioning itself as a Binance regional hub, the exchange aims to route crypto-to-fiat payment services across Central Asia and neighboring markets.

BNB was trading near $607 on September 4, up 2.4% over 24 hours, with a market capitalization around $82.8 billion. However, it is unclear whether this price move is linked to the MoU announcement or broader market conditions.
