Binance Strengthens Ties with Kazakhstan on Digital Finance Cooperation
Binance has solidified its ties with Kazakhstan by signing two memorandums of understanding to advance digital finance in the country. The agreements were reached on September 4, 2026, during a meeting between Binance founder Changpeng Zhao and Deputy Prime Minister Jaslan Madiev.
The first memorandum was signed with the Ministry of Artificial Intelligence and Digital Development, covering cooperation on digital assets, infrastructure, and innovative payment solutions. Key areas include exploring the issuance of a stablecoin in Kazakhstan, building infrastructure for payments using digital assets, improving tax and judicial approaches, and introducing new products and services.
The second memorandum was signed with the Astana International Financial Centre, focusing on cooperation under the AIFC's Investment Tax Residency Program. Zhao praised Kazakhstan's 'very dynamic development of the digital economy', impressed by the scale of projects combining technology, education, infrastructure, and urban development.
