Bipartisan Bill Tackles Looming Quantum Computing Threat
Two US senators from opposite sides of the aisle have joined forces to introduce the National Quantum Readiness Act, a bipartisan bill that aims to address the looming threat of quantum computing. Republican Mike Rounds and Democrat Richard Blumenthal introduced the legislation on July 28, seeking to codify key sections of President Trump's executive order on quantum technology.
The National Quantum Readiness Act requires the Secretary of Defense to identify at least three next-generation quantum sensor projects within 60 days of enactment. It also tasks multiple federal agencies with developing concrete plans for private sector partnerships, focusing on areas such as quantum-enabled sensors and building domestic supply chains for quantum hardware.
The legislation is significant because it treats quantum threats as imminent rather than theoretical. If federal agencies are required to migrate to quantum-resistant encryption standards, the financial sector, including digital asset platforms, will likely follow suit. The bill's mandate for private sector partnerships could lead to increased investment in quantum-resistant infrastructure for financial applications.
The introduction of this legislation comes on the heels of a $2.013 billion incentive package announced by the Department of Commerce under the CHIPS and Science Act in May 2026. A companion executive order specifically addresses migration to post-quantum cryptography, which refers to encryption methods designed to withstand attacks from quantum computers.
