BIS Publishes Blockchain-Proof-of-Concept on XRP Ledger for Tamper-Proof Economic Data

The Bank for International Settlements (BIS) has published a working paper detailing a blockchain-based system to make official economic data tamper-proof. Researchers built and tested the proof of concept on the XRP Ledger, specifically using its low fees, fast finality, and institutional-friendly design.

The BIS team created a solution where each dataset gets a cryptographic fingerprint, a unique hash. Thousands of fingerprints can be bundled into a single summary value, called a Merkle root. This root is anchored on the XRP Ledger, timestamped and unalterable. The published file carries a digitally signed credential tied to the publisher's identity.

A user can verify both who released the data and whether it has been altered using just one ledger lookup. The prototype delivered a median publication time of 3-5 seconds and a verification time of 1-2 seconds, with negligible on-chain costs. One ledger entry can cover thousands of datasets.

The researchers chose to use the XRP Ledger due to its institutional credibility and engineering logic. This is not an announcement that BIS has adopted XRPL as official infrastructure or that XRP is being used for central-bank settlement. The tests ran on XRPL DevNet, not mainnet, and this is a proof of concept.
