Caution over the Iran situation weighed on markets, as the U.S. prepared to announce its strictest yet sanctions against the country, much to Tehran's chagrin.
The rebound was sparked by President Donald Trump's calls for lawmakers to pass a fair version of the Clarity Act, which aims to establish a broader regulatory framework for the crypto industry in the U.S.
