Bitwise CIO Sees Crypto Market Thriving Despite Clarity Act Uncertainty
Bitwise's chief investment officer Matt Hougan believes that even if the Clarity Act fails to pass this week, it won't necessarily spell disaster for the cryptocurrency market. He pointed out that the industry has made significant progress in recent months, with stablecoins and tokenization reaching what he calls 'escape velocity.' This means that adoption will continue regardless of the outcome of the bill.
Hougan's optimism is partly due to a shift in the Securities and Exchange Commission (SEC) under Chairman Paul Atkins. In a speech on July 31, Atkins vowed to bring the entire U.S. financial system 'onchain' and hinted that the agency is ready to provide crypto rules if the Clarity Act flounders in Congress.
The chairman has outlined a Regulation Crypto rulemaking package for 2026, which covers token registration exemptions, a safe harbor for decentralizing projects, and broker-dealer custody and trading venues. This package is seen as a bridge between the Clarity Act and existing regulations, and could provide much-needed certainty to the industry.
While Hougan remains bullish on the market's prospects, not everyone shares his confidence. Bitwise has separately warned that a failure of the Clarity Act could stall the 2026 crypto bull run by prolonging uncertainty. Prediction market traders have also turned bearish on the bill becoming law this year.
