The report found that stablecoin flows are influenced not only by major market indices such as the S&P 500 Index and the Cboe Volatility Index but also by exchange rates, interest rates, policy uncertainty, and changes in taxation. The IMF notes that Brazil's central bank has begun regulating virtual asset service providers (VASPs), but customer legal protections and custodial asset segregation remain inadequate.

The report emphasizes the need for Brazil to fully implement international anti-money laundering and counter-terrorism financing standards, including the Travel Rule, which requires sharing information on parties to a transaction. This development reflects the growing importance of stablecoins in cross-border transactions and underscores the need for regulatory clarity in the crypto space.
